Essentia dAppstore: Does the ESS 'utility' token cap dApp growth rates?

If Essentia uses ESS tokens to cast individual votes once a month to determines which developers get staked, and thus which dApp gets added to its dAppstore, and Essentia's team members' votes are weighted more than those of other ESS holders (and how could they not as they generate the tokens), it seems the scales will always be tipped towards the projects Essentia prefers.

I like the idea of cutting out the middleman in terms selling and acquiring dApps, but doesn't the voting mechanism itself limit developers' access to their market the same way other appstores do?
