Explain how DelegateCall works

It is said, it's backend is purely a private blockchain. How is it done technically? Who runs the nodes? Which client-side libraries are used?

The backend is not completely a private blockchain. Loom Network runs all the nodes. From the article, they say that the website reads from a cache made up by a MySQL Database and ElasticSearch. I think that they use web3 as a client-side library for signing transactions.
