There will be nothing to prevent them from staking the coins. If they hold the private keys, they more than likely will stake. They already do it with other staking coins like ie, Binance and Stratis, a perfect example. It will be up to the customer to secure their own funds. The coins/ tokens are only yours when your in controll of the private keys.

Just don’t keep your ETH on an exchange. It is not safe, in the first place. I can’t think of any other method.

Even if some policies will be adopted, it is almost impossible to enforce them. The only way to prevent this from happening is to always withdraw your funds to an address you control, once you are done trading.
