As stated by @fergaljosullivan, "faucets" are sites that give out tiny amounts of cryptocurrency for free. Usually they provide this service to help with development, testing, etc. It's harder to find bitcoin faucets these days due to the rising price of bitcoin, but many other cryptocurrencies still have thriving faucets. The name comes from the English synonym for a tap where liquid is dispensed, since the cryptocurrencies "flow" from the faucet to you for free.

Most cryptocurrencies will have test faucets that hand out much larger sums than you'd be able to obtain otherwise, but remember these are on the test networks and the currency can't be used for much except testing transactions.

Testnet Faucets:

A faucet is a website which gives you free cryptocurrency on a specific blockchain. It's similar to an airdrop and used for either promoting the use of a blockchain / currency, or to fund testing blockchains like Rinkeby or Kovan.

Famously, the first faucets gave away dozens of bitcoins to promote Bitcoin usage.
