Every DApp runs on its own DAppChain(sidechain), so instead of scaling Ethereum vertically by having bigger blocks or sharding on the Ethereum blockchain, we will scale horizontally by having many chains that "speak" to each other. Each DAppChain can have their own rules and run the consensus algorithm that it's suitable for the level of security and scalability needed: Delegated Proof of Stake(DPOS), Delegated Byzantine Fault Tolerance(DBFT) or even on Proof of Authority(PoA).
So a DAppChain can potentially scale to millions of transaction by second.
