Miners are looking to earn more money from block rewards and transactions fees. Developers are interested in features that are beneficial for the users, including lower fees. Thus, frictions between these groups need to be taken care of.

For the most important projects, blockchain governance is an off-chain process that relies on mailing lists, GitHub, and so on.
