What regulations exists to prevent spamming for karma?

Three accounts, obviously cooperating, as question and answers they spam have two upvotes each. I don't care that much about trying to get karma, what's worse is that it fills my view with rubbish. It looks like new accounts, but seems to be getting a steady stream of karma.

In order for this to be a useful application and not just an experiment on the loom network, it needs quality content, or people go elsewhere. These kind of questions shouldn't be trending, but it is, probably because there are not enough active users, and the trending algorithm needs to be improved.

Are there any mechanisms in place besides downvoting to hinder this? Talking about downvoting, I went into a couple of the particulary bad questions and downvoted all the poor comments, but it takes a lot of effort. It would be useful to be able to downvote without going into the questions. The real cure is not downvoting however, it's getting quality content in there that is upvoted, to drown down the obvious spamming attempts. Especially since being on downvote duty will reduce the karma.

To stop the spam, i would suggest limiting upvotes and downvotes from users, let's say users can do x votes (both up and down votes combined per day, per week and per month). Also, provide users to be able to subscribe or unsubscribe from specific users so that when found spam, someone can unsubscribe and it doesn't show in their streams.

I want to see Q&A about blockchain and Ethereum programming when i use this, and instead I'm finding trending irrelevant garbage! Once an economic environment gets introduced into any platform corruption and greed are introduced as well. This should have been realized by the developers and dealt with from the ground up.
