Currently, all nodes are run by Loom Network (the company), but they will probably be releasing the node code soon, as well as a way to vote for witnesses (delegates) on the website.

In general DAppChain owners will be the ones running nodes, so in this case it is likely that the Loom team are running DelegateCall nodes. As Tendermint and Casper mechanism based DAppChains become available there will be opportunities for different node configurations.
